Work in progress for a necessary fiscal reform.

The 1/2020 digital issue of “Economia Italiana” was published. During the annual conference of SIEP - Società Italiana di Economia Pubblica the authors Emma Galla, University “La Sapienza,” and Paola Profeta, Università Bocconi, discussed the publication with institutional representatives, among which Fabrizia Lapecorella, Director General of MEF Finance Department. The volume, entitled “Problems and prospects of the Italian Tax System: from theory to policy,” aims to outline the needs for reform and possible solutions and the consequent scenarios. 

 

EU recommends to Italy to continue supporting the economic recovery.

The letter by vice-president Dombrovskis and Commissioner Gentiloni to the State members’ ministers was the focus of the weekly economic debate. In particular, the EU recommended that Italy continues supporting the recovery in 2021 through the public budget and inserting the Recovery Fund spending plan in the financial measures. 

 

The sustainable development time.

The Sustainable Development Festival, the most important initiative to attract citizens, enterprises, associations, and institutions regarding the environment, social and economic sustainability, and request a change to accomplish the UNO 2030 Agenda's goals fully, will take place from 22nd September to 8th October. The European Commission, CDP, and Invitalia are among the institutional partners. 

 

Smart working, digital dossier, decentralization of personnel selection: the public Administration’s future in Minister Fabiana Dadone’s speech.

The Minister of Public Administration, Fabiana Dadone, held a hearing before the Labor Committee to identify the Recovery Fund’s priorities. A more balanced global economy: the paper by the economist Jeffrey Sachs.  

In the paper “The ages of globalization,” the economist Jeffrey Sachs, Professor of the Columbia University and director of the United Nations Sustainable Development Solutions Network, emphasizes how the pandemic has shed light on the risk of globalization. The reflection, discussed during the week, goes back to the most significant evolution phases and invites to treasure 70-thousand-year-old lessons when the global revolution began.

Bruegel Report: Why COVID hit European economies so differently.

The Bruegel think thank published a study exploring why COVID hit European Economies so differently. The comparison between the Countries takes into account a set of indicators, such as restraints and measures contrasting the pandemic, the share of tourism in the economy, the quality of governance, and does not consider the public indebtedness. In Southern Europe, governance has played a significant role in the resilience of the Countries, as in Italy. 

 

Annual National accounts by ISTAT: in 2019 the chained volume measure of GDP increased by 0,3%.

In 2019 GDP at the current price amounts to 1,789,747 million euros, with an increase of 2,083 million compared to March and 4,895 million euros compared to 2018. ISTAT released these data in the note on national accounts concerning 2018 and 2019.

 

Research and Development in Italy: the number of 2018-2019 period.

According to ISTAT, enterprises and non- profit associations of the private sector are the major investors in Research and Development (14,1 billion euros, equal to 56% of total expenditure). Compared to 2017, investments in this sector increased, by enterprises (+7,4%), above all small and medium enterprises, public institutions (+7,1%), and to a lesser extent, Universities (+2,6%). 

 

Towards 2030: the key trends in the global economy.

The Center for Strategic and International Studies released a report highlighting the most significant global economic trends over the next decade. Digital trade, the growth of automation and artificial intelligence, an aging workforce, and the supply chain change are among the crucial factors analyzed. 

 

Cerved: the Covid crisis strengthened corporate welfare.

Cerved published the fifth edition of Welfare Index SMES measuring welfare among SMEs. According to the survey, the COVID Emergency has improved corporate welfare: for the first time, the number of active enterprises exceeds 50%, 79% have confirmed ongoing welfare initiatives, and 28% have undertaken or strengthened welfare measures. 

 

MISE (Ministry of Economic Development): a positive trend in the manufacturing sector between May and August.

The data released by the Ministry of Economic Development highlight a positive trend. Since May, private investments have grown by 114%, outlining the production activity in Italy.  The encouraging figures are due to the financing facilities introduced by the "Nuova Sabatini" Law. The strengthening of this measure is one of MISE's projects to benefit from the Recovery Plan Funds.

Strong concerns for Italian Food Industry after Covid.

Centromarca presented the report in collaboration with Nomisma and Ibc about COVID economic impact and the sector's prospects. According to the survey, 62% of enterprises forecast a decrease in turnover. The increase in retail sales does not compensate for the stagnation of consumption outside the home. 42% of exporters report a reduction in foreign markets. 

 

Logistics in COVID times: a strategic but lagging sector.

Confetra presented the IPSOS survey concerning the logistics sector in COVID times during its annual assembly, Agorà. This essential sector is recovering compared to the past but is still suffering as regards infrastructures and organization. The numbers confirm this perception. Opening the session, the Chairman explained that the logistics inefficiency costs about 70 billion euros each year to the Country. 

 

Confimprese about sales after lockdown: recovery signals compared to July.

The permanent observatory on consumptions in catering, apparel, and non-food sectors realized by Confimprese-EY has registered a slight recovery compared to July. In August 2020, the increase was 11,9% compared to 2019 and 22,8% in the last quarter. The catering sector continues decreasing (-21,3%), while the apparel sector improves with a 7% decrease. The non-food sector is stable, with a 13,3% decrease. The travel sector remains negative, with – 52%.

Digital transformation: the lack of investments is a big problem and the Commission evaluated it.

The Commission published a report about the macro-economic potential of Digital transformation in Europe. The survey analyses the challenges the Countries have to face, such as the Covid-19 impact, and provides indications for the European digital future. The EU needs 125 billion euros per year to drive the Digital Transformation, and the gap is nowadays significant above all in communication networks.

 

eGovernment Benchmark 2020: in EU countries (also in Italy), digital services' offer improves.

The European Commission published on its website a report analyzing the diffusion of eGov services in Europe: all the countries have improved their offer and implemented a virtuous circle able to develop better digital services thanks to users' demand. User centricity, transparency, and mobile-friendliness (the accessibility of service by smartphone) are factors taken into account in the survey. 

 

The digital agencies’ role in the Italian economy: the UNA-Prometeia survey is online.

The study on digital agencies’ economic impact in Italy, realized in collaboration with Google, estimated the weight of 28,000 operators producing a turnover of 21 billion euros and involving 150,000 workers.  This market segment is continuously growing, with 26,7 billion euro value-added, equal to 1,7 % of GDP. 

 

5 in 5: forecasts for future technologies in IBM Research.

The IBM annual report about the future of technologies focuses in 2020 on accelerating the discovery of new materials for sustainability. Artificial Intelligence and quantum computing are fundamental for this sector's research and evolution in the next five years. That's not all: AI, data analysis, and cloud will be essential also for developing new antivirals.

 

Smart working: 2 companies out of 3 in smart working after the emergency.

According to a survey by AIDP on smart working evolution, some companies have chosen to continue remote working. Over 68% of involved companies have continued their activities in the “new normality,” while 30% will implement an organization based on smart working.

Quarter Report on tax litigation: a decrease in disputes and tax flows.

MEF released the April-June 2020 report on tax litigation. More specifically, the disputes have decreased by 3,5% on an annual basis, and tax litigation flows have registered a severe reduction due to Covid-19 emergency measures; new appeals decreased by 41,6% and the resolutions by 61%. Credit and liquidity for families and enterprises: Liquidity implementation task force update.

The applications for moratoriums on loans have exceeded 2,9 million for a value of about 323 billion euros. The applications for guarantees on new bank loans received by the Central Guarantee Fund for SMEs exceeded 83 billion euros. The “Garanzia Italia” of SACE granted guarantees for 13,5 billion euros, based on 576 applications received. Here the details.
