In the last week, the further initiatives concerning the Covid-19 epidemic emergency, the National Reform Programme 2020, and the proposal to overcome the budget overrun of 25 billion Euros have generated a broad debate. 

 

Economic agents with bounded rationality.

Are we rational agents? How do the economic agents’ expectations form? This issue is the focus of the paper proposed by Governor Ignazio Visco and Giordano Zevi. Starting from the concept of bounded rationality proposed by Herbert Simon, the experts also address the issue of information availability. Today, we can rely on more numerous and reliable data: the analysis of Big Data can support investigation methods based on surveys. 

 

Community capitalism, a prospect against social discontent.

Reported by the press, the research paper published by the London School of Economics concerning the geography of discontent considers the rise of social distress the result of increasing economic inequalities between individuals. According to the author, Andrés Rodriguez-Pose, it is necessary to shift our attention to the growth prospects of places and communities, particularly areas that have suffered a long-term economic and industrial decline. The solution is community capitalism.

 

Reflections on the new normal by OECD.

The OECD Podcast, analyzing the way the world faces COVID-19, interviewed experts about the possibility of promoting new reflections on the normality after the pandemic. In the recently published issue, Martin Wolf of the Financial Times discussed the lessons that policymakers can learn from the epidemic.

ISTAT: The Italian GDP collapsed to the lowest level since 1995.

The Italian GDP has decreased by 12,4% in the second quarter of 2020. After a sharp reduction in the first quarter of 2020, the Italian economy registered a further contraction due to the Covid-19 emergency. According to ISTAT, these values are the lowest since 1995, an historically low in all production sectors, from agriculture to fishing, industry, and services.

Here we publish the text of the PBO's hearing about the National Reform Programme 2020 and the Report to the Parliament on the budget overrun, including data on CIG (Wages guaranteeing fund). INPS- Bank of Italy: Cassa integrazione (Wages guaranteeing fund) for over half of the enterprises in March and April.

In March and April, over half of Italian enterprises resorted to Covid CIG. The study “Enterprises and workers under Covid CIG in March and April” carried out by INPS Research Department in collaboration with the Bank of Italy revealed that the CIG affected almost 40% of employees in the private sector. 

 

ISTAT: one-third of the enterprises are at risk of closure.

38,8% of the Italian enterprises denounce economic and organizational factors that place their survival at risk. Roberto Monducci, Manager of the department for Statistical production of ISTAT, addressed this theme during a hearing before the Joint Budget Committees to acquire information before analyzing the National Reform Programme. COVID and poverty: the abyss of poverty for 2,1 million families.

Censis-Confcoperative published the focus “Covid, from poverty acrobats to new poor. The new social rift.” According to the study, 2,1 million families include at least one component working irregularly. Due to the failure of the economy’s rebound, 828.000 jobs are at risk, and one Italian out of two fears anger and social hate. 

 

ISTAT-ICE: Statistical annual report 2020.

ISTAT and ICE (Italian Trade & investment agency) presented the XXXIV report on foreign trade and enterprises’ international activities. According to the report, enterprises responded to COVID-19 adopting different strategies. 26,4% canceled or deferred their investment plans, 24,1% reorganized their processes and spaces, 21,1% accelerated the digital transition. 

 

Hearing of the Bank of Italy: many interventions, as many resources.

Fabio Balassone, head of the Economic Structure Service of the Bank of Italy, in a hearing before the Joint Budget Committees, said that the measures contained in the National Reform Programme are consistent with the main structural weaknesses of the Country. The interventions are many, and the financial resources not estimated but must be used effectively. 

 

ISTAT: national collective agreements and contractual wages in the period Aprile-June 2020.

At the end of June, the share of national collective agreements in force for the wage setting aspects (21 agreements) was 17,6% in terms of employees – about 2,2 million –, and 18.4% in terms of the total amount of wages. In April-June 2020, there was no contract renewal, while one (textile, apparel, and knitwear sector) has expired. Employment update by ISTAT: from February 600 thousand employed people less.

Compared to May 2020, in June, employment continues to decrease, and the number of unemployed people continues to increase less rapidly with a decrease of inactive people. The number of worked hours per capita continues to grow. 

 

OECD, the International Trade Pulse is still suffering from the Covid Impact.

OECD published an update about the international trade that, despite the global relaxation of anti-Covid measures, remains squeezed by the COVID-19 impact. Europe registered in May an increase in production with a new impulse in the trade relationships with China.

RetImpresa: report on the first half of 2020.

The Report on enterprise networks in Italy – 1° half of 2020, by RetImpresa, analyses the enterprises’ aggregation in the first half of the year at national, regional, and sectoral levels. On July 1st 2020, 36.326 Italian enterprises were involved in 6.211 network contracts (in six months +1.415 network enterprises and +311 network contracts). 

 

A snapshot of the economic situation: Italy, incomplete recovery.

A snapshot of the economic situation by Confindustria is online. According to the report, notwithstanding the rebound, the recovery is incomplete, and the activity compressed. In the meantime, the domestic demand is cold, the exports are partially increasing, and the labor market weak. 

 

The eCommerce demand in territories according to Confartigianato.

The recent analyses by Confartigianato have highlighted an increasing use of digital technologies by micro and small enterprises (SMEs) aimed to open alternative sale channels. This phenomenon affects 29.7% of SMEs. The regions where the users/surfers have generated the highest expenditure on the e-commerce channel are Lombardy with 8.477 million euros (equal to 25,1% of the national total), Lazio with 3.457 million euros (10,2%), Emilia Romagna with 3.392 million euros (10,0%).

 

Unioncamere: one enterprise out of five is female.

Resilient, determined, ready to take a risk more than men. This is the snapshot of one million and 340 thousand enterprises managed by women, emerging from the IV Report on female entrepreneurship realized by Unioncamere. In the last five years, these enterprises, which account for 22% of the total, have increased much more rapidly than man enterprises: +2,9% versus +0,3%. In absolute values, female enterprises have increased three times man enterprises: +38.080 versus +12.704. Female enterprises' contribution to the growth of all Italian enterprises accounts for 75%, equal to +50.784 units.

 

Osservatorio Congiunturale Trasporti: the updated numbers.

The new issue of Osservatorio Congiunturale Trasporti of Confcommercio – Conftrasporto is online. In the first half of 2020, the number of passengers per km decreased by 53% and the number of transported tons per km, almost 25%. Road, rail, sea and air transports showed a decrease in passenger traffic from 45/50% to 70% in the first half of the year.

A shared approach and common indicators to measure Digital Economy: OECD’s proposal.

The difficulty in designing public policies to promote the digital economy also depends on the several methods to define and measure the sector. For this reason, in a recent thematic report, OECD has proposed a common definition and a set of indicators to measure the work, skills, and growth of the digital economy. 

 

Robots and innovation: empirical evidence in Italy.

The Bank of Italy published in the series “Questioni di Economia e Finanza” (Occasional Papers) a thematic paper, aiming to estimate the effects of robots on employment in Italy, second European economy for robot stock after Germany. The impact is not clear a priori because robots can replace human work or support it. 

 

Innovative startups: all data in the quarterly report by MISE, Uniocamere and Infocamere

The new edition of the quarterly monitoring report dedicated to innovative startups' demographic trends and economic performances is online. Among its crucial contents the report provides information about the startup population growth with 11.496 enterprises on 30th June 2020 and their territorial distribution showing that one-fourth of Italian startups (27,3%) is in Lombardy. 

 

Survey about 5G and Big Data.

The Committee for transport, Post and Telecommunications of the Chamber of Deputies, promoted a survey concerning technological innovations and the transition to 5G and Big Data management. According to Minister Pisano, it is now necessary to move on from experimentation to commercialization of innovative services.

The World of Mef

 

State budget: no problem.

MEF published a fact-checking note concerning the State Budget. Liquidity and the forecasts on future balances are in line with the expectations contained in the public finance documents. The month of June ended with liquidity amounting to 60 billion euros, while in July, liquidity will probably exceed 80 billion euros.  The comparison of data shows that in 2020, the Treasury's available cash is similar to 2019.

The Minister held a hearing before the joint Committees to provide information before analyzing the National Reform Programme 2020, the III section of DEF (Economic and financial Document) and the report to the Parliament.

 

Update of the Liquidity implementation taskforce.

The applications for moratoriums on loans have remained numerous, over 2,7 million, for 295 billion euros. The applications for guarantees on new bank loans submitted by MSMEs to the Central Guarantee Fund for SMEs were more than 910.000. The “Garanzia Italia” of SACE granted guarantees for 10,5 billion euros, based on 312 applications received. 

SACE: the numbers in the first half of 2020.

SACE announced the financial and operating results achieved within 30 June 2020, thanks to an increasing commitment to supporting Italian enterprises and its role strengthened by the Liquidity Decree. Eleven billion euros (+ 37% compared to the same period of the preceding year) have been mobilized to support export and internationalization involving 7.500 enterprises, of which over 90% are SMEs and Midcap companies.
