Towards the National Recovery and Resilience Plan: priorities in the use of the Recovery Fund. 

Transfers for 390 billion euros and loans for 360 billion euros to the Member States, above all, to those most affected by the economic effects of the COVID-19 pandemic. These are the numbers provided by the Next Generation EU, but which are the investment priorities? In Italy, the Chamber's institutional debate has characterized all the week until the presentation of the guidelines for the National Recovery and Resilience Plan to the International Committee on European Affairs – CIAE. Italy and the role of knowledge: the speech by the Governor of the Bank of Italy 

"The Covid-19 emergency has severely affected the Italian economy: in the mid-2020, the GDP was back to the level recorded in 1993. The pro capita GDP decreased to the level recorded at the end of the 1980s". Open (again): SACE published the Export Report 2020 

After the COVID-19 impact, national exports will increase to 510 billion in 2020 and by 9,3% in 2021 and averagely 5,1% in the following two years. A significant pace if compared with the average annual increase of 3% recorded between 2012 and 2019. SACE provided these data in the report on the "Made in Italy" international trade. 

 

GAI: Italy ranks 18th in the world for attractiveness according to the European House Ambrosetti  

The Global Attractiveness Index (GAI) presented at Forum Ambrosetti measures the attractiveness degree of countries. This year, one indicator is the sustainability expressed by the deaths due to pollution and CO2 emissions. Italy is in 18th place, but with a worsening score examining 80 KPIs for each Country. 

 

Monthly note on the Italian economic trend 

Despite the drop in the Italian GDP, industrial production from May and manufacturing new orders and external trade from June have shown a recovery. Exports increased both in Eu and extra Eu markets and regarded all sectors. 

According to provisional estimates, extra-EU trade continues to recover, and in August, business confidence confirmed the positive trend diffused to all sectors although with various intensity. 

 

The Italian economy in brief, the monthly update 

The document, released by the Bank of Italy, supplies slides and indicators on current economic conditions, real economic activity, loans, statistics on foreign transactions and public finance, the inflation and growth forecasts. 

 

GDP, EUROSTAT estimates for 2020 second quarter 

In the second quarter of 2020, still marked by COVID-19 containment measures, the seasonally adjusted GDP decreased by 11.8% in the euro area and by 11.4% in the EU compared with the previous quarter. 

 

The Observatory on VAT numbers: the update is available. 

In the second quarter of 2020, 94.932 new VAT numbers were registered with a decrease of 30,7% compared to the same period of the previous year, clearly due to the Covid-19 emergency. The reduction of 60% in April and 4% in June show a gradual recovery.  

 

VAT evasion in EU countries, the data provided by the European Commission 

EU Countries lost 140 billion in Value Added Tax in 2018, with a potential increase in 2020 due to coronavirus pandemic. .The European Commission released these data on Vat evasion, highlighting very different performances among European Countries. Italy shows a significant gap. 

 

Monthly note on industrial production: ISTAT update 

In July 2020, the seasonally adjusted industrial production index increased by 7.4% compared with the previous month. In the May-July quarter, the production increased averagely by 15.0% compared to the previous three months. 

 

Retail trade, the numbers provided by ISTAT 

In the May-July quarter, retail trade registered an increase in the value of 12.1%, and the volume rose by 11,5% compared to the previous quarter. The positive trend was due to non-food goods sales (+27,4% in value and +26,2% in volume), while food goods sales decreased (-1,8% in value and -2,5% in volume). 

 

ISTAT: employment drop in the second quarter  

In the second quarter of 2020, the labor market dynamics were affected by the health emergency. Labour input showed a sharp decrease compared to the previous quarter (-13.1%) and to the same quarter of 2019 (-20.0%). 

 

The second quarter of 2020: the data on export of Italian Regions 

In the second quarter of 2020, despite the recovery registered in May and June, exports will probably  decrease sharply in all regions due to the severe drop in April: -28.2% for the South and Islands, -26.6% for the North-West, -23.2% for the North-East and -23.1% for the Centre. ISTAT released these statistics on territorial exports.

 

2020 Coop report: life in a bubble 

The Covid had the effect of a time machine on Italians’ lifestyles, transporting them back and forth with extreme rapidity. On the one hand, the Italy of renunciations highlights a per capita GDP decrease to the mid-90s and travel spending back to 45 years ago, the levels of 1975. On the other hand, Italy leaps forward by speeding up the ongoing dynamics (+ 770% smart working, e-grocery + 132%). The final result is the sensation of living suspended in a digital bubble that creates closed and self-referential clusters. The bubble of affective life delimits itself (while generating satisfaction), the movements become short-range, and the comfort zone of the house reassures. 

The voice of stakeholders 

 

In six months, the GDP lost half a billion euros per day, but 12 indicators showed positive signals in summer. 

Confartigianato published online the analysis elaborated by its Research Department on the national accounts released by ISTAT to provide a snapshot of the current economic scenario. One of the most interesting information concerns GDP: In the first six months of the year, the GDP decreased by 11,7% compared to the same period of 2019, a loss of 94,1 billion euros, equal to 520 million less per day. Regarding the sectoral value-added, manufacturing registered the sharpest drop, -18,8%, compared to the previous year. 

 

Tourism: recovery is a mirage according to Confartigianato. 

An August with overall reduced numbers, shorter average stays, and reduced spending. The outlook for September has been reduced compared to the forecasts of two months ago. The survey on Italian tourists' confidence index elaborated by SWG for Confturismo and Confcommercio reveals this scenario   

 

Car repair at the center of car industry: the analysis by Confartigianato 

The automotive industry, including different sectors, such as automobile manufacturing, bodywork, parts, accessories, motorcycle manufacturing, and trade, vehicle maintenance, and repair, involves 176,000 companies with over 545,000 employees. In the supply chain, 7 out of 10 employees, equivalent to 382 thousand employees, work in micro and small enterprises. 71.0%  work in enterprises with less than ten employees and 29.0% in enterprises with 10-49 employees. These data emerge from the study promoted by Confartigianato on the car industry.

Cloud Computing economic impact: a study by Microsoft Italia 

The cloud technology supports the change: it grows in the relaunch phases so much that forecasts estimate 20 billion extra GDP generated by cloud-based SMEs in five years and  1,2 billion euro savings for the Public Administration. Microsoft reveals this in a study on the cloud- computing diffusion and its impact on the Country system presented at Forum Ambrosetti.

 

Ultra-wideband: prospects, organizations and action lines 

The European House – Ambrosetti, in the thematic Study presented during the event #Cernobbio2020, has introduced and outlined the concept of telecommunication operator as the person who manages the infrastructure and the access services, including new infrastructures necessary for the digital economy development. The Study includes an exhaustive mapping of the most important international cases to identify the best competitive models, the regulatory frameworks adopted, and a stress test regarding Italy's possible solutions. 

 

The numbers of “Immuni” App. 

After three months since its launch, “Immuni” has been downloaded 5.570.799 times on smartphones, according to the Ministry of Health and “il Post data. The app has allowed alerting about 2 thousand people who had got in contact with coronavirus-positive individuals from its launch. 

 

SPID used by over ten million citizens 

Ten million citizens have activated the Public Digital Identity (SPID), choosing a single digital identity to access public administrations' services. The users have increased by 4,5 million compared to 2019, according to the data provided by Poste Italiane.

Simplification decree: the operational guidelines for Municipalities are online 

The dossier elaborated by IFEL is available online for Municipalities. It includes all new measures introduced by lawmakers to simplify and speed up bureaucratic procedures. 

 

ISAs

 

Green lights for #ISAdays, the calendar of the digital meetings was published 

The Revenue Agency posted on its website the calendar of #ISAdays, the meetings dedicated to Synthetic Indexes of Reliability, a tool aiming to promote debate and dialogue between Tax Administration, Trade Associations, and Professional Orders and share the most important methodological innovations concerning ISAs. The digital meetings will begin on 14th September and will concern 87 ISAs for 60 hours live TV. 

 

The world of MEF 

 

Tax revenues: in the first seven months of the year ,tax revenues amounted to 230,9 billion euros. 

Between January and July 2020, tax revenues, estimated according to legal competence criteria, amounted to 230.948 million euros, with a decrease of 19.195 million euros compared to the same period of the previous year (-7,7%). The negative trend is due to the worsening economic situation and the government's measures to face the health emergency. .

Government Bonds, the results of the new issuance of 20-year BTP are online 

The issuance amounts to 10 billion euros. The bonds were placed at the price of 99.975, with a gross annual yield of 1,822%. It is the lowest yield for a first tranche never issued before with this maturity date.

Liquidity implementation task force update.  

The applications for moratoriums on loans are still numerous, over 2,7 million for a value of about 301 billion euros and the applications for guarantees on new bank loans submitted by MSMEs to the Central Guarantee Fund for SMEs exceeded 77,6 billion euros. The “Garanzia Italia” of SACE granted guarantees for 13 billion euros, based on 492 applications received. 

 

Tax authority: debate between MEF and accountants. 

The Ministry and the delegation of the accountants’ trade union discussed not only the moratorium on late payment penalties but also fiscal reform with a view to the next budget and the welfare plans.
