The National Council for Economics and Labor (CNEL) presented to Parliament and Government the Report 2019 on the level and the quality of services provided by central and local public administrations to enterprises and citizens.

Compared to the past, the Report highlights some important innovations such as an analysis of the municipal performances elaborated on the base of data and information about local authorities available on Opencivitas, the web portal promoted by the Ministry of Economy and Finance (MEF) and SOSE.

The analyses were carried out by Prof. Emanuele Padovani of the University of Bologna in collaboration with the economic analysts of the “Public Finance Analysis Unit” in SOSE and Prof. Vincenzo Atella, CEO of SOSE introduced the session dedicated to local public services.

In the last years the calculation of municipal standard expenditure needs, entrusted to SOSE in collaboration with IFEL (Institute for Local Finance and Economy), allowed to build a huge information asset on the base of which it is possible not only to measure more accurately the current expenditure of municipalities but above all to know the quantity (and in part the quality) of the services provided, the management modalities and the level of production factors, the human resources employed and the equipment used.

CNEL Report confirms the importance and the strategic value of the data base of standard expenditure needs and represents a crucial contribution both at institutional and scientific level in the process for transparency towards public opinion and in the accountability process that Italian public administration has decisively undertaken.
