On 29th May ISSIRFA – Istituto di Studi sui temi regionali federali e sulle autonomie – organized a study day dedicated to Italian regionalism. SOSE was represented by Francesco Porcelli, in charge of the Area Techniques for Public Finance Analysis of  SOSE Study Centre.

The report by Francesco Porcelli Equity and efficiency in local servicies: Italy viewed through standard needs starts analysing the Italian experience with standard needs and provides a description of Italian local authorities.

The analysis and the definition of expenditure and standard needs of municipalities, provinces, metropolitan districts and regions, entrusted to SOSE by Legislative Decree (No.216/2010), is one of the most important tool to go beyond historical expenditure in public resources allocation and in the implementation of differentiate regionalism. Also Erika Stefani, Minister for Regional Affairs and Autonomies, partecipated to the debate, moderated by Carmelo Cutuli, journalist.

The study day contributed to the scientific dialogue necessary to assess regional initiatives and the most appropriate procedures to implement differentiate regionalism.
