Law Decree No. 34 of 19 May 2020 concerning the monitoring of the COVID-19 effects on the revenues of local authorities: Regions, Provinces, Autonomous Provinces, Municipalities and Metropolitan Districts was published in the Official Gazette. 

The decree establishes two technical tables at the Ministry of Economy and Finance both chaired by the State Account General or by his delegates. SOSE, methodological partner of MEF, will provide not only technical support to both tables but also data and analyses useful to monitor a complex and continuously evolving situation. 

The first table composed of representatives of MEF, Ministry of the Interior, Anci (National Association of Italian Municipalities), UPI (Union of Italian Provinces), Metropolitan Districts and the Chairman of the Technical Committee for Standard Expenditure Needs will focus on the study and the analysis of emergency situations of Municipalities, Provinces and Metropolitan Districts. 

The second table, composed of representatives of MEF, Ministry of Regional Affairs, Conference for State Regions and autonomous Provinces, Regions with special statute and the Chairman of the Technical Committee for Standard Expenditure Needs, will monitor the potential decrease of regional revenues that cover the costs for healthcare, social care and education services.  

The analysis and monitoring activities of the two tables will be supported by SOSE technical skills acquired through the elaboration of standard expenditure needs of municipalities, provinces and metropolitan districts within the services provided by the monitored local authorities. SOSE support public decision-makers by analysis tools so that the two technical tables can propose adequate solutions to face the emergency and define actions to support the finance of local authorities.
