The development of digital economy and the production of data is a rapidly growing phenomenon. Gantz & Reinsel (2012) estimate that the "digital universe" between 2005 and 2020 will grow by a factor of 300. Today on the planet we generate as much data in two days as in the entire human history up to 2003 (Leberecht 2015, 14). The growing amount of data available is accompanied by other two phenomena: firstly the development of analysis techniques such as machine learning and big data; secondly, as highlighted by Steffen Mau (2019), the datafication process focuses on assessing performance and efficiency in very different social and economic contexts.

This process leads to the creation of rankings and comparative assessments, including common practices such as restaurant rating or measuring the performance of educational institutions on local and global scales.

SOSE, with its institutional and research activities, such as the production of data on the one hand and the development of models for information analysis on the other, is part of this trend. The elaboration of Synthetic Indexes of reliability (ISA) aims to create a rating system measuring and promoting tax compliance of most Italian taxpayers. The definition of standard expenditure needs of local authorities (FAS) has led to the elaboration of indicators on the base of which municipalities, provinces and metropolitan districts are classified according to their dimensions, their needs for government transfers, their capacity to manage resources and their capacity to meet the potential demand for services.

In the second day of the Economic, Statistical and Technological Workshop 2019 organized by SOSE representatives of the academic world and Institutions will discuss the role of data in supporting the research activity and the political decision-making process.

The first part of the seminar will focus on the role that standard expenditure need database has and will have supporting public administrators and researchers in the field of public finance, through its diffusion from 2014 on the OpenCivitas portal that in May 2019 was released in its sixth version. The second part of the seminar will analyse the use of data as a basis for research activity in the field of economy and public finance. Two examples of empirical analyses in the field of political economy will be proposed, which can have important implications supporting political choices.

The works will be introduced by the CEO of SOSE, Prof. Vincenzo Atella and moderated by Prof. Leonzio Rizzo of the University of Ferrara.
