2018 expenditure need’s data has been published on OpenCivitas, the public portal that provides financial information on local governments. In these days the newest data referring to the essential functions of municipalities has been released and the Municipal Solidarity Fund page overview has been also updated.  

What is new on standard expenditure? 

In 2021 SOSE renewed the methodology for determining the standard needs for the nursery service, which includes early childhood benefits for children aged 0-2 years. The new model includes a five-year data panel and a standard cost valuation that will describe much better the structural and management evolutions over the time.  

What is new on the Municipal Solidarity Fund - MSF? 

With the 2021 budget law, funds for the municipal social services have been upgraded aiming to guarantee a better level for citizen over the country. Funds will be improved year by year until 2030 and will be distributed using the expenditure needs evaluations. In 2022 the fund will worth 255 million euros.

With the 2022 budget law, funds for the development of nursery services and disable students' transportation have been upgraded for the municipality of Ordinary Statute Regions and for Sardinia and Sicily. Distribution's criteria will be determined by the Standard Expenditure Commission established by the Ministry of Finance and the overview content table on the website will be updated asap. Funds for the development of nursery services will gradually grow from 120 million euros in 2022 up to 1.100 million euros per year starting in 2027, aiming to reach in every municipality a minimum level of service.

How do we update data? 

Every year SOSE sends its survey to the municipality and the standard expenditure’s database is now enriched with data coming from 5 years: 2013, 2015, 2016, 2017 and 2018. 2019 data will be collected during 2022.
