Dal 1° gennaio 2024 diventa operativa l'incorporazione di SOSE in Sogei, come previsto dalla legge n.112 del 2023 che ha disposto la fusione della società.

On 11 June there was another audition of SOSE about regional issues in Parliamentary Commition within a study concerning the implementaion of differentiate regionalism under art. 116 of the Constitution.

The meeting of 11 June follows the convocation of last 30 May to analyse some issues emerged in the previous audition. As required by the Commission, Vincenzo Atella, Ceo of SOSE, and Marco Stradiotto, in charge of SOSE unit Public Finance Analysis examined the methodology used to define costs and standard needs related to expenditure and services provided by Ordinary Statute Regions. Prof. Atella explained to the Members of Parliament how SOSE knowledges and skills support this important project aimed to overcome historical expenditure in resource allocation by central Government to local authorities.

Standard needs estimation provides very useful data and indicators. Analysing expediture and the level of services provided by each local authority, it is possible to calculate the historical and standard cost of any service, considering also how it is offered and the tools that can support policymakers to define and to implement their legislative and management choises. Standard needs are an useful  tool not only to know and to decide but also to guarantee expenditure transparency.

Analysing historical and standard expenditure data of municipalities aggregated by inhabitant it is possible to highlight the classic U-shaped development where small and large municipalities are characterized by historical and standard expenditure per inhabitant superior to the national avarage. For the first time it was possible to synthetize data related to historical and standard expenditure per inhabitant concerning fundamental municipality services and aggregated by region.

The audition focused on current historical expenditure definition and the level of services provided by Ordinary Statue regions. In fact, SOSE has carried out researches and analyses concerning local taxes, and, in particular, municipalities, ordinary statute regions, provinces, metropolitan areas, unions and mergers of municipalities.
